Texas has long been recognized as a state with tremendous potential for solar energy, thanks to its abundant sunshine and vast open spaces. However, despite this potential, Texas has received criticism, such as a recent report by CNET that gave the state an F grade in terms of how solar-friendly its policies and incentives are compared to other states.

This grade is not a reflection of Texas’s solar performance capabilities but rather a critique of the lack of comprehensive policy support and incentives that could further propel the solar industry in the state.

Solar Incentives by State | Does Texas Fall Short?

While Texas has made strides in embracing solar energy, there are several areas where the state could enhance its support to make solar more accessible and appealing to residents and businesses alike.

One significant area where Texas lags behind other states is in the implementation of Solar Renewable Energy Credits (SRECs). SRECs are a type of renewable energy credit that represents the environmental benefits of generating solar power. For every megawatt-hour (MWh) of electricity generated by a solar system, an SREC is earned, which can then be sold or traded in the market, providing additional income to solar system owners.

Unfortunately, Texas does not currently have a statewide SREC program. The absence of SRECs means that Texas solar system owners miss out on a potential revenue stream that could make solar investments even more attractive. Implementing an SREC market in Texas could significantly boost solar adoption by making it financially more rewarding for homeowners and businesses to go solar.

Another area where Texas falls short is in state-level tax incentives for solar energy. Unlike many other states that offer tax credits or rebates to offset the cost of solar panel installations, Texas does not provide any state income tax incentives. While Texas does offer a property tax exemption, which prevents property taxes from increasing due to the added value of solar panels, this is not as impactful as a direct tax credit or rebate would be.

For example, states like California and New York offer robust state tax incentives that, when combined with federal incentives, substantially reduce the upfront costs of solar systems. In contrast, Texas residents and businesses must rely solely on federal incentives like the IRA solar tax credits to make solar installations more affordable.

The Role of Net Metering

Texas also lacks a statewide net metering policy, which allows solar system owners to sell excess electricity back to the grid at retail rates. While some utilities in Texas offer net metering programs, the absence of a unified policy makes it difficult for solar adopters to benefit consistently across the state.

Establishing a standardized net metering policy could encourage more residents and businesses to invest in solar, knowing they can recoup their investment through energy savings and potential income from selling excess power.

The Growing Texas Solar Market: A Positive Outlook

Despite these policy gaps, the Texas solar market continues to grow, driven by strong public support and the efforts of dedicated solar companies in Houston and across the state. The growth of commercial solar companies and residential solar installations is a testament to the increasing demand for clean, renewable energy, even in the face of limited policy incentives.

Sunshine Renewable Solutions, a leading Houston solar company, has witnessed firsthand the enthusiasm of Texans to adopt solar energy. Our work in solar panel installation Houston and beyond demonstrates that, even without comprehensive state support, the people of Texas are committed to harnessing the power of the sun. This grassroots support is a powerful driver for the continued expansion of solar energy in the state.

While Texas may have received a low grade for its solar policies, the market tells a different story. The state’s solar industry is thriving, thanks to federal incentives like the IRA solar tax credits and the dedication of solar installers and companies that are helping to make solar accessible to more people.

Looking ahead, Texas has a tremendous opportunity to enhance its solar-friendly policies, such as introducing SRECs and offering state-level commercial solar tax credits. Doing so would not only improve its policy grade but also further accelerate the adoption of solar energy across the state.

In the meantime, Sunshine Renewable Solutions will continue to support the growing demand for solar in Texas, providing top-notch services and solutions that empower residents and businesses to take control of their energy future. The people of Texas have shown their support for solar, and we’re here to help them every step of the way.
